  Cold Weather Rule & MN Extreme Heat Law


MVEC recognizes the impact cold weather and the cost of heat can have on a member’s ability to pay their electric bill. MVEC makes every effort to work with our members to resolve past due accounts. In accordance with the State of Minnesota Cold Weather Rules, your electricity may not be disconnected between October 15 and April 15, for failure to pay your electric bill if all of the following statements apply:

  • The shut off would affect your main heating source, and
  • You qualify for an Inability to Pay Plan, or the 10% Plan, or both, or you have agreed to make a payment arrangement with MVEC

If your service has already been shut off as of October 15, the Cold Weather Rule offers a Reconnection Plan, which may allow you to have your service turned back on. The Cold Weather Rule does not totally forbid winter shut off. If you receive a shut off notice this winter, please act promptly.

This Minnesota state law affects the way electric utilities handle disconnection of electricity to members who fail to pay their electric bills in the summer. The law states a utility such as MVEC can not disconnect electric service to residential members if:

  • The county they reside in is under an excessive heat watch,
  • Heat advisory or,
  • Excessive heat warning issued by the National Weather Service

As always, MVEC will work with members to prevent disconnection. MVEC would like to give members with past due accounts an opportunity to work out a feasible payment schedule. However, members who fail to contact us to make a payment arrangement or those who break their payment arrangement will have their power disconnected once the excessive heat watch, advisory or warning has expired.
